LGTM! Ran through this locally and the escalation state remained visible and correct on reload.

Preserve escalation state when reloading chat preview
Summary by cubic
Fetches escalation state immediately when tracking starts, so reloading the chat preview no longer shows stale or missing escalation status until the first polling interval elapses. Also fixes polling after a reset: resetting now clears the in-flight flag so a new track polls right away, and a stale fetch from before the reset can no longer override the new state.
Written for commit 2ecab2b. Summary will update on new commits.
