Merge Cloud changes back to master - #19751

Automatically merges the latest public Cloud branch changes back into master.

Adds support for a custom TTL on auto-extending Redis locks and makes the extend loop resilient to transient failures.

• For LockType.AUTO_EXTEND, the TTL now uses opts.ttl with a fallback to the polling interval.
• Transient extend failures are swallowed, so the lock keeps extending; only the final unlock surfaces a real loss.
• The SQS definition rebuild lock now uses a 60s TTL.
