Hi @drewmt thanks for the PR!
Could the description call out the behaviour changes? WC_Validation::is_postcode() is public and long-standing, and this changes its verdict in three ways:
KH,MNandNInow validate server-side. They previously fell through to the default case, so any postcode was accepted. Addresses saved before this will fail validation next time they're submitted.- Trailing newlines are now rejected for all 33 countries, the PHP side moves from
$to\z, so1234\nfor AT was valid and no longer is. Not a major change, but might as well call it out. - IE was matched unanchored, so
JUNKA651234JUNKvalidated as an Eircode. It no longer does. It's a good fix, but still a change we should advertise.
Also worth switching Fixes #66953 to Part of #66953 as there is still follow up to wire this up. That issue asks for patterns covering all countries with postal codes and for the postcode-validator runtime dependency to be removed; with the JS fallback still in place, the 133 countries that have a library rule but no PHP rule still disagree. Blocks enforces, the server fails open. That includes the AU/NZ case the parent issue was filed for.
I'd also appreciate it if you added some manual testing steps for this PR, please.

Thanks for the careful review. I’ve addressed the compatibility and artifact placement feedback, updated the behavior notes and manual testing steps, and added the follow-up runtime guard. The focused PHP/JS suites, lint, PHPStan, deterministic generation, and production Blocks build are green. |

Hey @drewmt thanks! The failing CI check is due to a mismatch in supported versions of mailpoet vs. what we run in CI, so nothing to do with your PR. I would be fine merging this without that test passing.
Thanks for making the changes, just a couple more nits that came from deeper review, but I'm happy to approve in its current shape. Let me know if you plan to address the object own-property check, otherwise I'll merge after the PR description is updated.
Can we add something like this to the behaviour changes section, to be explicit:
Blocks now follows WooCommerce’s existing PHP compatibility rules. This changes some browser-side verdicts, including accepted country prefixes, postcode ranges, whitespace handling, and GB/Irish normalization.
For example, FR: 01 000 would pass in blocks front end, but fail at PHP validation time, now it fails in front end before being sent to the server.
The ultimate behaviour is unchanged, just the initial blocks validation/rejection is.

Thanks for making the change. The guard and tests look good, and the postcode tests pass. Thanks for your contribution and for your patience with the review process!
Submission Review Guidelines:
Changes proposed in this Pull Request:
Part of #66953.
The PHP validator and Checkout blocks currently maintain separate postcode rules, which allows the browser and server to reach different verdicts for the same value.
This PR:
postcode-validatorversion from 3.9.2 to 3.10.22;plugins/woocommerce/i18n/for the union of the existing 30 PHP rules and 10 Blocks overrides;\A(?:...)\zand^(?:...)$anchors respectively;woocommerce_validate_postcodefilter and fail-open behavior.Behavior changes
KH,MN, andNInow validate server-side instead of falling through to the previous fail-open default. Existing invalid values for those countries will fail the next time the address is submitted.\zanchor, so values such as1234\nfor Austria no longer validate. Ireland retains its existingwc_normalize_postcode()-equivalent whitespace normalization.JUNKA651234JUNKno longer validate, while lowercase Eircodes remain supported. This phase intentionally covers only the 33 countries with an existing explicit PHP rule or Blocks override. The remaining package-only countries, removal of the Blocks runtime fallback, country expansion, and update automation remain follow-up work for #66953.
How to test the changes in this Pull Request:
Manual testing
a65 f4e2; confirm the postcode is accepted. Replace it withJUNKA651234JUNK; confirm postcode validation blocks submission.12345; confirm it is rejected. Replace it with123456; confirm it is accepted.2000; confirm the existing fallback still accepts it. Append#; confirm the shared character guard rejects it.WC_Validation::is_postcode()from WP-CLI, to confirm the server reaches the same verdict.Automated testing
